Catalyzes N-methylation of phosphoethanolamine, phosphomonomethylethanolamine and phosphodimethylethanolamine, the three methylation steps required to convert phosphoethanolamine to phosphocholine. Required for root system development and epidermal cell integrity through its role in choline and phospholipid metabolism.

Data suggests that phosphocholine (PCho) is the true mediator of upstream open reading frame 30-driven translational repression. Because XIPOTL1 is preferentially expressed in Arabidopsis root tips, higher PCho levels are found in roots than shoots. PMID:22791820
